The decision to appoint Warring as PPCC President came after multiple rounds of deliberation between the central Congress leadership and state leaders. He succeeded Navjot Singh Sidhu, whose tenure as Punjab Congress President had lasted less than nine months and had been marked by public controversies and internal conflict.
Warring was chosen for several reasons. He was a young face - 44 years old at the time of appointment - with a track record of winning elections in difficult conditions. His three consecutive victories in Gidderbaha, including against the Badal family's stronghold and later against an AAP wave, demonstrated personal appeal and organisational capability. His tenure as Indian Youth Congress National President from 2014 to 2018 had given him national-level political experience and connections, particularly within the Rahul Gandhi camp of the party.
At the time of his appointment, Warring described his task plainly: to own every party worker and rejuvenate the Congress rank and file in what he called "an hour of crisis."
What the Punjab Pradesh Congress Committee Does
The Punjab Pradesh Congress Committee - PPCC - is the state-level unit of the Indian National Congress responsible for organising and coordinating party activities across Punjab's 23 districts, 117 assembly constituencies, and 237 blocks. As PPCC President, Raja Warring holds the highest organisational position within the party in the state.

Organisational Work - 117 Constituencies, 237 Blocks, Booth-Level Rebuilding
The two years between the 2022 assembly defeat and the 2024 Lok Sabha election saw Raja Warring conduct one of the most intensive organisational drives in recent Punjab Congress history.
Warring toured all 117 assembly constituencies across Punjab - a statewide outreach that party insiders and political analysts noted was unusually thorough for a PPCC President. His stated philosophy was direct: the Congress must connect with every household, understand their issues, and become their voice, starting from the booth level upward.
After the 2024 Lok Sabha result, Warring launched the "Judega Block, Jittegi Congress" campaign - a block-level organisational drive under which he committed to personally visiting all 237 blocks across Punjab to strengthen block-level leadership ahead of the 2027 Vidhan Sabha elections. He directed all block presidents to hold monthly meetings every third Tuesday to maintain ground-level contact with party workers and voters.
The post-2024 organisation-building effort has focused on three priorities: booth-level worker training and activation, regular block and district president meetings at Congress Bhawan in Chandigarh, and candidate identification - with the party publicly signalling that 60 to 70 new faces are being considered for the 2027 assembly cycle.

As Punjab Congress President, Raja Warring has consistently articulated a set of documented political positions on Punjab's most pressing issues:
Law and Order: He has demanded accountability from the AAP government over gangsterism, high-profile murders, and the 2025 Majitha hooch tragedy - which he described as "cold-blooded murders" - in which 27 people died after consuming illegal country liquor in Amritsar district.
Farmers: He has backed the demand for a legal MSP guarantee and raised the issue in Parliament in March 2026, connecting it to his role as PPCC President and as Ludhiana MP.
Gangster Glorification: His April 2026 PIL against the "Lawrence of Punjab" web series was filed in his capacity as a public figure, but was explicitly framed as a defence of Punjab's identity and youth - a position consistent with his broader stance as Punjab Congress President on law and order accountability.
Education: When Punjab topped the National Achievement Survey (NAS) rankings in 2026, Warring pointed out that the AAP government had dismissed a similar Congress-era NAS ranking in 2021 as "manipulated" - holding the government to its own prior standard.
